Captains

PCEMS Captains are responsible for managing the overall shift operations, including providing additional medical and/or logistical support to crews on a regular basis.  These officers plan, direct, and coordinate the work of subordinate supervising EMS officers, EMTs, Paramedics, and non-credentialed personnel.

Carl "C.J." Wilson started his EMS career in 2007 as an observer in the Pasquotank County Rescue Squad, obtaining his EMT-Basic in mid 2008. He continued to serve on the rescue squad, working his way up to 2nd Lieutenant.

C.J. Obtained his AEMT in 2011 and came on part time here at Pasquotank County EMS in 2017. Through his eagerness and passion to learn, C.J. obtained his Paramedic in 2019 while still serving part time and working full time at a neighboring agency where he served in some supervisory capacities. C.J. came on full time in July of 2023 bringing with him 15 years of EMS experience along with instructor certifications in BLS, PALS and ACLS.

C.J. has also successfully completed leadership classes including Officer 1, FTO and leadership seminars at various EMS conferences.

C.J. Was promoted to A Shift Captain in April of 2024 and strives to lead with integrity, compassion and always keeping an open line of communication. ​

Mark Cooper started his career in EMS in 2010 with Pasquotank County Rescue Squad. After obtaining his credentials as an EMT and later as a AEMT he joined Pasquotank County EMS as a volunteer on the Reserve Squad. Mark was then hired as a part-time employee before transitioning to full-time employment where he achieved successful completion in obtaining his Paramedic credentials.

When the opportunity arose,

Mark applied for and was promoted to the position of Lieutenant and was within a few short years promoted to D shift Captain.

Mark is also credentialed as a BLS Instructor, ALERRT Instructor, and works as a liaison with our local paid and volunteer fire departments. Mark strives to be efficient and believes in letting his work ethic, dedication to the community and his passion for the job speak for him.
